Card Text: “Dark Magician” + “Red-Eyes Black Dragon” or 1 Dragon Effect Monster
Cannot be destroyed by card effects. Neither player can target this card with card effects. During your Main Phase: You can destroy 1 monster your opponent controls, and if you do, inflict damage to your opponent equal to that monster’s original ATK. You can use this effect a number of times per turn up to the number of Normal Monsters used as Fusion Material for this card. Once per turn, when a card or effect is activated (Quick Effect): You can discard 1 card; negate the activation, and if you do, destroy that card, and if you do that, this card gains 1000 ATK.

Blue-Eyes Twin Burst Dragon

Card Text: “Blue-Eyes White Dragon” + “Blue-Eyes White Dragon”
Must be either Fusion Summoned, or Special Summoned by sending the above monsters you control to the GY (in which case you do not use “Polymerization”). Cannot be destroyed by battle. This card can make up to 2 attacks on monsters during each Battle Phase. At the end of the Damage Step, when this card attacks an opponent’s monster, but the opponent’s monster was not destroyed by the battle: You can banish that opponent’s monster.

The Verdict

Case 1: Player-B attacks with Blue-Eyes Twin Burst Dragon: Red-Eyes Dark Dragoon is destroyed by battle while Blue-Eyes Twin Burst Dragon is not destroyed by battle.

WINNER = Blue-Eyes Twin Burst Dragon

Case 2: (Red-Eyes Dark Dragoon has more than 3000 ATK via its own effect.) Player-B attacks with Blue-Eyes Twin Burst Dragon: neither monster is destroyed by battle (battle damage calculation is applied to Player-B) and at the end of the damage step, Red-Eyes Dark Dragoon can be banished unless Player-A has a card in their hand, in which case, they can activate Dragoon’s effect to negate and destroy Blue-Eyes Twin Burst Dragon (only if Player-B chooses to activate the banishing effect of Blue-Eyes Twin Burst Dragon).

WINNER = Red-Eyes Dark Dragoon

Case 3: (Red-Eyes Dark Dragoon has more than 3000 ATK via its own effect.) Player-B attacks with Blue-Eyes Twin Burst Dragon: neither monster is destroyed by battle, also Player-A has no cards in their hand (battle damage calculation is applied to Player-B): at the end of the damage step, Red-Eyes Dark Dragoon can be successfully banished.

WINNER = Blue-Eyes Twin Burst Dragon

Why: The effect of Blue-Eyes Twin Burst Dragon does not target, also Red-Eyes Dark Dragoon has no inherent protection against being banished.

However, the effect of Blue-Eyes Twin Burst Dragon is not a mandatory effect. (“You can banish that opponent’s monster.”) Meaning that it counts as an effect being “activated” if the player chooses to do so, and thus it can be chained to Red-Eyes Dark Dragoon and negated.
